General Guidelines

What should a first responder do if they are the first to arrive on the scene of a water emergency?

  • This course identifies the actions and responsibilities a first responder should take until additional resources arrive.
  • The information on the following pages follows the FEMA Incident Command System (ICS) and is general in detail. Typical ICS forms are identified for specific actions. Additional ICS forms from FEMA beyond those identified in this course also may be needed for the incident.
  • You are encouraged to take specific ICS courses. Information regarding ICS courses can be found on the FEMA ICS Training Courses website.
