Requirements to Tow a Person With a Vessel
Vessel operators towing a person(s) on water skis, kneeboards, wakeboards, tubes, or any similar devices must also obey these laws:
- Each person being towed behind a vessel on water skis or other devices must wear a USCG–approved PFD.
- Every vessel towing a person(s) on water skis or other devices must have on board, in addition to the operator, an observer watching the progress of the person being towed. If the vessel operator is 12 or younger, the observer must be at least 18.
- If the towing vessel is a PWC, the PWC must be rated by the manufacturer for at least three people—the operator, the observer, and the retrieved skier.
