Course Outline

§13-256-1 Purpose and Scope. (a) The purpose of these rules is to reduce conflicts among ocean water users, especially in areas of high activity. The department has designated ten “Ocean Recreation Management Areas,” which are described in subchapters 2 through 11 (of 13-256).

(b) All other waters of the State within three thousand feet seaward of the base line of the territorial sea are established as non-designated ocean recreation management areas subject to this chapter.

     NOTE: There are ORMAs set up around four islands: Kauai, Oahu, Maui, and Big Island. Thrill craft operation is only permitted in the waters off and between these four islands. Thrill craft operation is prohibited in State waters surrounding the islands of Kahoolawe, Lanai, Molokai, and Niihau. If transiting between islands, it is recommended that operators refrain from approaching within three miles of the islands where thrill craft are prohibited.
