§13-256-155 Kailua Bay Restricted Zones. Kailua Bay Restricted Zone B means the area confined by the boundaries shown on Exhibit "HHH", dated February 7, 1990, Restrictions. Kailua Bay Restricted Zone B is designated for parasailing and recreational thrill craft. No person shall operate a commercial thrill craft in this zone. No more than two commercial operating area use permits for parasailing shall be issued for this zone. No permittee shall operate more than one vessel with a parasail aloft at any one time. This zone shall be closed to parasail and all thrill craft operations during the whale season, from December 15 to May 15 of the following year.

Kailua Bay Restricted Zone C, means the area confined by the boundaries shown on Exhibit "HHH", dated, February 7, 1990. Restrictions. Zone C is designated for parasailing and recreational thrill craft. No permittee shall operate more than one parasail vessel at any one time in this zone. This zone shall be open to parasail and all thrill craft operations during the whale season from December 15 to May 15 of the following year. Zone C shall be closed to parasail and all thrill craft operations from May 15 to December 15 of each year.

     NOTE: When Zone B is closed, Zone C is open. When Zone C is closed, Zone B is open.

     NOTE: Not all rules pertaining to motorized vessel operation are represented here. Like all ORMAs, this area has many swim zones where vessels are restricted. It is the boat operator’s responsibility to know the rules and restrictions of the waterways he or she is launching into. Remember to take the most direct route to and from the designated riding area with safety considerations, or take the most direct route offshore to access undesignated State waters beyond 3,000 feet from shore.
