Course Outline

This course provides a description and overview of the following:

  1. Hawaii’s thrill craft certification requirement,
  2. How a thrill craft is defined by law in Hawaii,
  3. Introduction to key agencies of DLNR,
  4. Local ocean safety principles and practices,
  5. Basic rules pertaining to use of thrill craft in Hawaii,
  6. State’s Ocean Recreation Management Areas (ORMAs) as defined by the Department of Land and Natural Resources.

Throughout this course, you will learn:

  • What an ORMA is,
  • What a non-designated ORMA is,
  • Which key agencies manage our ORMAs,
  • Where ORMAs are in our waters and what they contain,
  • Some of the key rules pertaining to their use,
  • How to access the full set of statutes and rules about thrill craft and boating in general and study them,
  • Who enforces those statutes and rules and how they are enforced,
  • How to report violations you witness,
  • General guidelines for use of thrill craft in Hawaii’s waters,
  • Who to call when you have questions about any aspects of ORMAs.
