At What Age Do You Need a Boating License in New York?

The weather is warming up, and it's almost time to get your boat out on the water (if you haven't already done so). But, it's important to make sure you boat safely and legally — even if you're anxious to get out on your favorite waterway.

So, do you know the answer to this question: At what age do you need a boating license in New York? It's an easy answer. As of January 1, 2025, all motorized boat operators — regardless of age — have a New York boating safety certificate.

If this is new information, don't panic. Keep reading to learn how to get your license before the first launch of the season.

Do You Need a Boating License in New York?

The quick answer (again) is yes. Most boaters must carry a boater safety certificate (or boating license) to operate motorized vessels in New York.

However, prior to January 1st of 2025, that wasn't the case for everyone.

In 2019, New York State passed a law expanding the requirements for boater education for people operating boats. This was put into place in response to the death of a young girl, Brianna Lieneck, who died in a tragic boating accident in 2005.  

The requirements began as a phased-in approach, based on birth years, to eventually require all boat operators to take a safety course, pass the exam, and carry a boater education card. The idea is that when more boaters know how to stay safe on the water, there will be fewer accidents, injuries, and deaths.

As of January 1, 2025, the phased-in approach ended. Now, all boat operators must have a license to boat before hitting the water.

Are There Any Exceptions to the NYS Boating License Age Requirements?

The short answer again: No.

Anyone (regardless of age) operating a motorized vessel — including personal watercraft — must be licensed (i.e., carry a boater education card) showing proof that they've completed a state-approved safety course.

What About Other Exceptions?

The safest thing to do is assume you need a boater education card and get one.

However, there are a few exceptions to the rule, including:

  • Children at least 10 years old can operate a motorized vessel without a boater card while under the direct supervision of an adult who has a valid card
  • Operating a non-motorized vessel, like a canoe or kayak, does not require a license
  • Having a valid boater education card from another state
  • Operating a commercial vessel, a vessel registered in another state, or a vessel owned by a government agency
  • Renting a boat

While you can avoid penalties if you fall into any of these exceptions, we strongly recommend taking a boater education course if you plan to paddle a kayak or rent a boat in New York state.

Remember: safety is the priority, and what you learn in a boater course can help save your life or someone else's!

What Happens If I Boat Without a Boater Card?

You could risk it (and maybe you've already taken a water adventure this season without your NYS boating license) — but we don't recommend it.

Why ruin a day of fun by dealing with the penalties of driving your pontoon boat without a boater card? Here's what could happen:

  • Costly Fines: Your day on the water just got more expensive. Boating without a required safety certificate can result in fines of up to $250. Plus, repeated offenses could lead to higher fines or other penalties.
  • Liability Issues: If you’re involved in an accident without a boating license, you could face additional legal and financial consequences.
  • Insurance Problems: Some boat insurance policies may not cover damages if you lack proper certification.
  • Safety Risks: Operating without proper training increases the likelihood of accidents, injuries, or fatalities.

Driving a boat without your boater card is not worth the risk! Taking a course and having your card is important to keep yourself and others safe while reducing the potential of financial and legal burdens while simply trying to enjoy your boat.

How to Get a NYS Boating License

If you're reading this and realizing you don't have your boater card — but you have a boat outing planned and coming up soon — don't worry. It doesn't take long to get licensed!

Here are the steps:

  • Take a NYS-Approved boating safety course. You can do this from the comfort of your own home at any time through an online course like Boat-Ed. You can also take an approved in-person course.
  • Pass the exam at the end of the course.
  • When taking a course through Boat-Ed, you can immediately print out a temporary card to hit the water right away (while you wait for your permanent card to arrive).
  • Receive your NYS Boating Safety Certificate issued by the NYS Parks, the U.S. Coast Guard Auxiliary, or other approved providers.

You can also add the certification to your NY driver's license via the DMV. Just remember, whether you add the certification to your driver's license or prefer the separate card, carry the proof you passed your course and exam with you every time you boat or get out on your jet ski.

What Else Do You Need to Know?

You (or your youngster) must be at least 10 years old to take the course, and we highly recommend it for young boaters or kids who will soon be operating a PWC or small boat. Getting everyone in the family certificate is safe and smart!

And (some additional good news) your boating license never expires! Once you pass the course and exam and get your card, you're all set for as long as you enjoy boating.
