The Virginia Department of Game and Inland Fisheries requirements for online boating safety courses changed effective January 1, 2009 and the NEW Boat Virginia Online Course meets those requirements. The old Boat Virginia course and test does not meet those requirements and was discontinued on December 31, 2008.
The course material below remains as a resource for all who boat on Virginia's waters—particularly experienced boaters who need a refresher, but not a boater education certificate.

Other Equipment and Regulations
Diver-Down Flag
Scuba divers or snorkelers must display a diver-down flag to mark
their diving area. Vessels must maintain a distance of at least
25 yards from any displayed diver-down flag. The two types of diver-down
flags are:

Divers Flag: A rectangular red
flag, at least 12 inches x 12 inches, with a white diagonal
stripe if on Virginia state waters. |

Alfa Flag: A blue and white International
Code Flag A (or Alfa flag) if on federally-controlled or international
waters. This flag indicates that a vessel is involved in a
diving activity. |
Scuba divers or snorkelers should not place the flag where it
will obstruct navigation, nor should they display a diver-down
flag when they are not engaged in diving.
Races, Regattas, and Tournaments
If an event is being held on Virginia waters and a patrol presence
is desired, contact the Law Enforcement Division of the Virginia
Department of Game & Inland Fisheries prior to the event. Permits
may be required by the federal, county, or municipal body which
has jurisdiction over the waters.
